Statutes of the Association
Czechoslovak Roma Union z.s.
1.1 Name of the association.
1.2 Its registered office is at Velká Hradební 322/53, Ústí nad Labem, 400 01
1.3 Scope of the association.
1.4 The association is an independent voluntary organisation established on the basis of Act No. 83/1990 on the association of citizens, as amended.
1.5 The association may form interest, special-purpose, etc. associations to fulfil its mission and objectives. groups.
Article 2 – Mission and activities of the association:
2.1 Social and educational work bringing help to the Roma community and the majority society in the EU and to eliminate social and societal inequalities. In its activities, the association will apply the principles of equality and mutual respect between human beings.
2.2 The Society shall fulfil its mission in particular by:
(a) organising leisure activities and tutoring;
b) organising training and retraining programmes;
c) strengthening the self-confidence of socially excluded persons that they can be part of the majority society.
d) involving socially excluded citizens and the otherwise disadvantaged in solving problems that prevent inclusion (foreclosures, housing, work, etc.);
Article 3 – Establishment and termination of membership
3.1 Membership in the association is based on the obligation to make a monthly membership contribution of CZK 25 or € 1 to the transparent account of the Czechoslovak Roma Union. Membership is open to anyone who is willing to contribute to solving issues of interpersonal relations and to abide by the association’s statutes.
3.2 Membership is established on the basis of an electronic application and payment of the membership fee.
3.3 Membership shall lapse:
(a) for gross violation of the association’s constitution;
b) expulsion of a member by the Board of Directors;
c) death of a member;
d) failure to pay the membership fee
e) dissolution of the association.
Article 4 – Rights and obligations of members
4.1 A member has the right to address the bodies of the association with proposals, suggestions and complaints.
4.2 A member has the right to vote. A member shall have the right to vote if called upon to do so. Voting shall be by digital means.
4.3 A member has the obligation to fulfill the program and statutes of the association through his/her activities.
4.4 A member has a duty to uphold the good name of the association, the good name of the place of operation.
4.5 The member has the duty to cooperate in improving the living conditions of the disadvantaged and to include them in the solution of situations related to this.
4.6 A member of the Board and a member of the Council, must file a valid criminal record with the Administrator. Bureau and Board members are also required to provide statements of all bank accounts and property ownership prior to commencing business.
4.7 The Founder shall appoint the members of the Board and Council for a period of 1 year at the time of incorporation, after which they shall be elected. The term of office of the elected members of the Bureau and the Board shall be 3 years.
4.8 The Founder is a permanent member of the Board with veto power.
4.9 The Board and the members of the Board shall act voluntarily and without financial remuneration.
4.10 The Chairman and the Founder may, by mutual agreement, award a one-off financial reward.
4.11 Each member of the CZSRU shall submit proposals for activities, changes, complaints only after consultation with the members of the Board or the Executive Board and they shall present the member’s request at a membership meeting.
4.12 Any member speaking publicly on behalf of the CZSRU shall not interfere in political affairs or present political opinions unless authorized to do so by the Board of Directors and the membership,
Article 5 – Organs of the Association
5.1 The highest body of the association is the membership meeting. The membership meeting shall meet as necessary, but at least once a year. From its midst, the membership meeting elects the other bodies of the association. The members’ meeting approves the annual report, decides on the fundamental or long-term activities of the association, changes to the statutes and other operational regulations.
5.2 The president of the association is elected by the membership meeting. The chairman is the statutory representative of the association. He/she is responsible for the activities of the association between meetings of the membership meeting. He/she prepares the annual report and other documents related to the activities of the association.
5.3 The three Vice-Presidents shall be elected by the Membership Meeting and together with the President shall form the Bureau of the Society. The Vice-Presidents may represent the Society only on the basis of a power of attorney granted by the President. According to the delegation or authorization by the President, they carry out activities related to the fulfillment of the objectives of the association and the resolutions of the general meeting.
5.4 The Audit Committee is the audit body of the Association. It is composed of at least three members and is elected by the members’ meeting for a period of three years.
Article 6 – Management of the association
6.1 The Society is a non-profit organisation. The Society is financed by grants, donations and membership fees. The President may decide on the profit-making activities of the Society, but the profit from these activities must be used to fulfil the objectives of the Society.
6.2 The Society shall keep open electronic accounts which may be consulted by any person on request. The economic accounts of the association are a mandatory part of the annual report.
6.3 The President is responsible for the financial management of the association.
Article 7 – Termination of the association’s activities
7.1 The association may terminate its activity by a decision of 2/3 of all members.
7.2 On the dissolution of the association, the assets of the association will be transferred to a social welfare institution for disabled children.
Article 8 – Final provisions
8.1 The inaugural membership meeting of the association will be held on 28 September 2019.
This date is also the date of the launch of the activities of the Czechoslovak Roma Union z.s.
